Why Parliament Fails Us - Controlling Business


In both Houses of Parliament the government effectively controls the order of business. This is why committee reports are not properly debated and negative resolutions are never voted on. This is understandable (though most regretable) in the House of Commons, which is dominated by the government. It is less so in the House of Lords where there is no government majority, but the House normally accepts the order of business set out by the Leader of the House.
